Programme Origin
The “Global Skills Partnership serving talents in the care sector” (GSP Soins) project aims to create a mobility partnership between Belgium and Morocco, running between October 2024 and June 2027. The project was established to address labour market needs in both countries and to develop a sustainable and innovative model for skill enhancement and labour mobility within a highly demanded and regulated sector. This model is intended to strengthen the training and employment systems in Morocco and potentially serve as a blueprint for other European member states.
Funders and Participating Organisations
The European Union’s (EU) Asylum, Migration, and Integration Fund (AMIF) is supporting 95 percent of the project at a budget of EUR 3.4 million. It is being funded through the Migration Partnerships Facility (MPF), an EU-funded initiative implemented by the International Centre for Migration Policy Development (ICMPD).
The project is implemented by Enabel, the Belgian Development Agency, through a partnership between Belgium and Morocco. Key national partners in Morocco include the Ministry of Economic Inclusion, Small Business, Employment and Skills, and the Ministry of Health and Social Protection. In addition, the National Agency for the Promotion of Employment and Skills (ANAPEC) and the Office of Vocational Training and Work Promotion are engaged in the initiative.
The collaboration also involves international and diplomatic partners, including the Delegation of the European Union, the Embassy of Belgium in Morocco, the International Organization for Migration (IOM), the International Labor Office (ILO), and the European Commission’s DG HOME. The private sector involvement includes private training centres, notably the AMH Center and ESISMP (College of Health Engineering and Project Management).
Progress to Date
The project was officially launched with a workshop in April 2025. This workshop included presentation of the project’s objectives, discussion of challenges and opportunities within the care sector, and defining priorities to strengthen the partnership dynamic between all stakeholders.
While the project is in its early stages, the program plans to train 185 Moroccan participants and support at least 65 of them in relocating to Belgium for a work opportunity. The initial phase of the project includes conducting a comprehensive feasibility study on the legal, ethical, and operational aspects of adapting the Global Skills Partnership model to the care sector.
In addition to its direct training and mobility goals, the GSP Soins project incorporates several components aimed at systemic change and long-term sustainability. A key focus is on institutional capacity building, as the project is designed to strengthen the capacities of public employment and training institutions in Morocco.

The immediate next step for the project is finalising the detailed study in both Morocco and Belgium, aiming to explore new opportunities for developing mobility schemes that are specifically adapted to the healthcare sector’s needs. Over the longer term, the project will focus on its core goals of training 185 individuals in Morocco and facilitating the migration of at least 65 to Belgium. Ultimately, the project intends to present its results, methodology, and best practices to EU and partner country authorities to inform future decision-making.
